House Passes 45-Day Continuing Resolution to Avert Government Shutdown

The House of Representatives has passed a 45-day continuing resolution that would fund the government until mid-November. The measure now moves to the Senate for a vote.

The measure was adopted under a process where usual House rules were suspended. That move required a two-thirds majority to pass.

The passage of the "clean CR" was not without drama. One Democrat moved to adjourn the House until Monday in an effort to give members time to read the bill. There is also the ongoing investigation into Rep. Jamaal Bowman, who is alleged to have pulled a fire alarm at the Cannon Building today in the middle of proceedings.

The Senate is expected to pass the measure, averting a shutdown that would begin at 12:01 a.m. tonight. However, Senate Republicans are currently pushing back against Minority Leader Mitch McConnell when it comes to Ukraine aid, according to NBC News.

Senate Republicans overruled Minority Leader Mitch McConnell on Ukraine aid during two separate closed-door lunch meetings yesterday and today, two sources with direct knowledge of conversations tell NBC News.

On Friday, McConnell successfully argued against Sen. Ron Johnson’s clean, two-week CR because it did not include funding for Ukraine. 

But on Saturday, when he tried to make the same argument against proceeding with the House Republicans’ clean, 45-day CR for the same reason, McConnell was overruled. 

After that meeting, McConnell apparently told reporters that he instructed his members to vote against the CR that included Ukraine aid and instead support the House's version, marking a rare moment when the Minority Leader's long time in power that his conference has bucked him.

McConnell's insistence on Ukraine aid has been a sticking point for several conservative Republicans, who have argued against blank-check aid to the war-torn country with little oversight into how the money is being spent.

The Senate is expected to vote on the clean CR later today.
