Georgia Republican Clay Fuller has defeated Democrat Shawn Harris in a special U.S. House runoff election to replace former Rep. Marjorie Taylor Greene, the Associated Press and NBC have projected.
With more than half of all the votes counted in the 14th Congressional District race, the heavily-favored Fuller, a former prosecutor, captured 55% to 45.8% for Harris, a retired brigadier Army general, in the closely-watched contest that has captivated the nation.
While voter turnout seemed to be larger than the March 10 primary, the traditionally deep-red district backed Fuller, who was buoyed by an endorsement from President Donald Trump, who went twice on his Truth Social platform to encourage voters to support his candidate.
Clay Fuller serves as the D.A. for the Lookout Mountain Judicial Circuit and is a Lieutenant Colonel and Deputy Staff Judge Advocate General for the Air National Guard. When Greene announced in late November 2025 that she would resign from Congress effective January 6, 2026, Fuller stepped up to run to fulfill the remainder of the congressional term with the full endorsement of President Donald Trump. Fuller faced off against Democrat Shawn Harris, a retired brigadier general and rancher, who considered the polling surrounding Operation Epic Fury and the lagging economy as an opportunity to flip the seat.
In the March 10 Georgia primary election, neither candidate surpassed 50 percent of the vote, resulting in the April 7 runoff election. Now that Fuller has been declared the winner, he will serve in District 14 through January 2027. Fuller and Harris will be on the ballot again for a separate District 14 primary election on May 19. This election will decide who will move to the November midterm election to vie for the full two-year term.
This April runoff election was not only a contest to see if Democrats could peel off the seat in this deeply red district, but also a test of whether the deeply disaffected Greene had poisoned the well for Fuller because he had Trump's backing. District 14 has never elected a Democrat to Congress, and it is clear its constituents did not feel the need to do so at this point. In 2024, Harris ran against Greene and lost by roughly 29 points. While the votes are still being tallied, with 45 percent reporting, Fuller maintains a comfortable 10-point lead, which is a decent margin for a fresh face. Projections show that Fuller will ultimately beat Harris by eight points.
The voter turnout for this runoff election improved from the primary election, and according to reports, Democrats increased their turnout. But in terms of Trump's endorsement of Fuller, it is clear that the people of District 14 have moved on from Marjorie Taylor Greene and still desire to see a continuation of the Trump agenda.
